Many people in the UK believe they do not have a constitution.
That is not true.
They have what is called an “unwritten constitution” and the “unwritten” Constitution of the UK has continued to evolve from its common law roots.

The three saboteurs, the “Anti-Federalists” demanded that the implied Inalienable Natural Rights be reduced to writing in an “express” amendment to the American Constitution.
It was easy for the “Anti-Federalists”. They held a proverbial “gun to the heads” of the other Founding Fathers.

For present purposes, let us just assume that if it is written down into a Constitution or for example in the Declaration of Independence, it ceases to be implied.
By its inclusion in the constitutional document, the Inalienable Natural Rights become “express” and “complete” and “defined”.
As it is “express” rather than “implied” it is considered “exhaustive”, and excludes all other things.
